Commandblocks to be enabled!

I am currently working on a few mini-games on weathercraft as we speak, for these to work better I think commandblocks should be used! Unfortunately these are disabled in game so I am asking If it is possible to enable them for use on the server, this will help a great deal! I know how to use commandblocks going into some detail with commands so there shouldn't be any mess up's, also (I think) only admins+ can do the give command, so other players can't give themselves the block and 'Mess about' with others.
